License Policy

January 29th 2007

To Whom It May Concern:

Recent concern over the issuance of septic permits and the acceptance of perc tests by this County has led to license clarification from the Contractors State License Board.

As of February 1st 2007 only the following will be allowed to pull a septic permit:

1. A-General Engineering

2. C-36 Plumbing

3. C-42 Sanitation Systems

4. Property owner

As of February 1st 2007 all soil percolation testing conducted on existing parcels shall be performed by one of the following:

1. A-General Engineering

2. C-36 Plumbing

3. C-42 Sanitation Systems

4. Registered Civil Engineer

5. Registered Environmental Health Specialist

6. Certified Soil Scientist

7. Registered Engineering Geologist

Soil profiles (i.e. eight (8) feet deep backhoe excavations) are required to determine depth and composition of the soil and the distance to the ground water when deemed necessary by this department.

California Pines Subdivision requires percolation tests and design of individual septic systems to be performed by a California Registered Civial Engineer.

A copy of the Contractors State License decision is in the office for review. If there are any questions regarding this policy, or need for further information, please contact Modoc County Environmental Health.
